Join us at the European Transport Conference for this discussion to reflect on some of the unanswered questions from the 2022-23 AET Transport and Mobility Forum webinar series. The session will start with a short video with selected clips from the online webinars then present answers suggested by the artificial intelligence engine ChatGPT.
Some of the key questions will include:
How can we better resolve conflicts when managing transport policy implementation? (Managing Transport Conflicts)
What is the scope for new approaches to financial risk management to grow public transport use using new ticket types? (New Ticketing Schemes in Public Transport)
Why does the equity gap in transport provision continue to grow? (Moving Towards Mobility Justice)
What is a transport system, and how do we contextualise cause and effect from transport investment? (System Dynamics)
How good are our transport communication systems? (Accessibility for Diverse Populations)
The session will explore potential solutions to these problems drawing from the expert knowledge of the participants in the session, including the inputs from ChatGPT. It will explore where ChatGPT adds value and ask when and how transport practitioners and researchers should use AI to ensure more effective, ethical and accountable approaches to transport challenges.
Conall MacAongusa will Chair the session and Derek Halden from the Transport and Mobility Forum will then moderate a discussion including inputs from Jan Kiel from Panteia in the Netherlands to explain the suggestions which ChatGPT offers to each challenge.

Planning the Just City
Transport is one of the hardest sectors to decarbonise. Based on analysis of current policies and plans, the International Transport Forum estimated in May 2023 that there will have been almost no reduction in transport emissions with over 10 billion tonnes of CO2 emissions from transport every year until 2050 under current plans, compared with the cut to less than 2.5 billion that would be needed to meet UN Paris Agreement targets.
Current approaches are sufficient only to mitigate for the rising demand for transport - falling far short of what is needed - but across Europe, many countries have set ambitious targets for emissions reduction consistent with the commitments each country has made under the Paris Agreement.
This plenary session will look at how to close the gap between policy rhetoric and reality. The panel discussing this topic includes policy makers and analysts.

Global trends impacting transport
This 51st European Transport Conference will allow the Global Trends Impacting Transport programme committee to perceive and discuss state-of-the-art policy, engineering and research project results, while initiating dialogue on actual global challenges and trends, as well as proliferating worldwide progress on transport system resilience in extraordinary circumstances, as well as sharing experiences and lessons learnt from recent disruptions.
Day 1 topics deal with new mobility business models, practical and legal aspects within sustainable mobility options (including Cycling) and Mobility-as-a-Service, continuing to children, girl and women safety in transport, risk and security issues and finishing with participatory methods covering perception of mobility costs, impact and future options.
Day 2 topics focus on gender inclusivity, equity and issues in transport, seniors and vulnerable transport users and participants. Afterwards continuing with two sessions on low carbon transport options and transport related pollution and decarbonisation challenges.
Day 3 topics start with a joint session with Rail Policy and Planning programme committee devoted to policy transferability and future of transport, followed by COVID-19 impacts and finishing with policy assessment of transport equity, social value, sustainability and system performance.

Discover the insights of System Dynamics
Transport systems, whether they be infrastructural, economic, technical, political, or sociological, are complex and constantly changing. As such, System Dynamics (SD) modelling, as a method for capturing behaviours and understanding changes in complex systems over time, including feedbacks and lagged response, is being increasingly adopted in transport research and planning. SD combines both qualitative and quantitative methodologies, offering many advantages compared to traditional transport modelling.
Grounded in systems theory, Causal Loop Diagrams are mental models that demonstrate links and logical behaviours between variables within a system, that can be self-reinforcing or balancing. Stock Flow Models are the quantitative dynamic simulation tools, allowing many scenarios to be easily and quickly compared. SD is particularly well suited to policy analysis, and as a support tool for decision making, as models can be co-created with stakeholders.

The Young Researchers’ and Practitioners’ Forum (YRPF) is a special format within the European Transport Conference that is specifically aimed at young professionals. Early career researchers and practitioners will present their work to the participants of the European Transport Conference.
YRPF is organised by young professionals with the presentation of early-stage experimental projects and research ideas being explicitly welcome. The forum provides a format which enables constructive and comprehensive feedback, as well as additional time for discussion.

Over the last few years, the importance of good data and good data collection on travel behaviour has been widely recognised. The innovation of data collection methods has moved forward, and more countries and metropolitan areas are working towards regular collection of revealed travel behaviour. TRIBUTE project sessions announced
TRIBUTE aims to develop innovative and environment-friendly solutions through the creation of 8 living labs, where policy-makers and local stakeholders can share ideas and best practices, to enhance knowledge and skills for planning and implementing sustainable urban mobility actions.

Transport Economics, Finance & Appraisal sessions
This year has seen a record number of papers submitted and accepted by the Transport Economics, Finance & Appraisal (TEFA) programme committee.
We go back to basics with papers challenging the fundamentals of economic appraisals including values of time, treatment of uncertainty and taxation. There remains continued interest in road user charging and the implications of paid parking. The impact of high inflation, something we haven’t really had to worry about for a considerable length of time, is considered.
Assessing the social and environmental impacts of transport remains an important area of focus with papers addressing issues such as population dynamics, human health, and social welfare, urban income inequality, the impact of low-emission zones on vulnerable households and the costs associated with road crashes. While the vexed question of the impact of working from home on agglomeration effects is explored.

This joint webinar from the AET Transport and Mobility Forum and the Journal of Urban Mobility will explore the practical challenges of implementing mobility justice by bringing together perspectives from policy makers, practitioners and academic researchers across Europe. It will consider the opportunities and challenges posed and investigate the choices which need to be made in balancing technological progress with broader public value and social equity.
The webinar will be introduced by Benjamin Büttner and David Duran of Technical University of Munich, who will set the scene for how the debate on Mobility Justice has been evolving in recent years. This will be followed by three speakers and presentations as follows:
In mobility planning, we have been prioritising the advantaged population, or sometimes called "the majority," while excluding people with different mobility needs, abilities, and access to opportunities. How can we break the traditional planning process and achieve a fairer and more inclusive mobility? Some cities want to adopt a mobility justice approach, but they face challenges such as a lack of experience and difficulty in gaining public support and resources.
The webinar aims to gather advice from our speakers and our audience on achieving a fairer and more inclusive mobility. Four guest speakers (an academic, a government-sector representative, and two practitioners) will discuss the concept of mobility justice, why it is needed, its societal and economic benefits, and the consequences of exclusion and injustices. After their presentations, we will discuss the roles of academia, government, and practitioners in overcoming injustices. Finally we will provide an online platform for the audience to share their concepts, needs, and advice in order to include citizens' interventions. As an audience we invite you to share your thoughts on our MiroBoard and contribute to actively shaping more just societies in the field of urban and transport planning. You will receive the link to our MiroBoard after registering for the webinar. We hope that this webinar will raise awareness of mobility injustices and support efforts towards a fairer and more inclusive mobility.
The topic of the webinar will also be the subject of a forthcoming special issue of the Journal and will be an important theme at the European Transport Conference (ETC) being held in Milan in September this year.

Karen Lucas is Professor of Human Geography and Research Director at the School of Environment, Education and Development at The University of Manchester and leads the Manchester Urban Institute’s theme on Transport and Mobilities. Karen is a world-leading expert on transport and social justice in the Global North and South. She leads the International Network for Transport and Accessibility in Low Income Communities (INTALInC), which is a global network of academics, policymakers, NGOs and frontline agencies to promote transport justice in Global South cities. She also researches issues of energy poverty and environmental and climate justice in the UK context, currently leading the High-End Energy Consumers project for the Centre for Research of Energy Demand Systems (CREDS), which is funded by UK Research and Innovation. |

Marianne Weinreich holds a Master in Scandinavian literature and language and World History, but for more than 20 years she has advised cities about sustainable mobility policy, promotion and mobility management. She’s an expert in cycling policy and promotion. The last 5 years she been Market Manager in Ramboll’s Smart Mobility division where she besides working with clients is leading the thought leadership program. As part of that she was lead author of the report “Gender and (smart) mobility” published March 2021 and “Walking and cycling data – practice, challenges, needs and gaps” from Dec 2022. She is also co-founder and Chair of the Cycling Embassy of Denmark and an experienced speaker at and moderator of cycling and mobility webinars and conferences around the World. |

Jeroen Bastiaanssen is a transport researcher at the Netherlands Environmental Assessment Agency (PBL). His research focuses on accessibility and its link to spatial planning and transport policy, with a primary focus on employment and social inclusion. He has received various awards for his work, including the SER Master thesis prize for his thesis on transport poverty and the NECTAR PhD award for his thesis on the impact of public transport access on employment outcomes. At PBL he has recently developed and published the Dutch National Accessibility Metrics, which has received significant attention in Dutch Parliament, among policy makers and in the national media. |

Based in Britain since 1975, he was a researcher and lecturer at Leeds University and then at University College London. Luis was a Director of Steer Davies Gleave having joined it full-time in 1989 with a special responsibility for technical development; he left that company to set up his independent practice in December 2009. Louise Congdon is an experienced airport planner and strategist with over 40 years’ experience in the aviation industry for the UK Civil Aviation Authority, Birmingham and Manchester Airports. She set up York Aviation as Managing Partner in September 2002. At Manchester Airport, Louise played a key role in influencing UK and European aviation policy debates and was responsible for corporate strategy, business planning, forecasting, and overall aviation policy development, including the forecasts, strategy and concepts behind the Airport's Development Strategy, the second passenger terminal, and the second runway. Louise acted as specialist adviser to the House of Commons Transport Select Committee from 2011 to 2014. |

The Elizabeth line is the most significant addition to London's transport network in a generation, transforming life and travel in London and the Southeast. Delivered by Crossrail Ltd, it runs for more than 100km through central London, serving 41 stations and supporting new journeys out to Essex, Buckinghamshire and Berkshire.
In 2016, DfT and TfL commissioned Arup and Volterra to deliver the Crossrail Baseline Evaluation study, collecting data to evaluate both the future post-opening and pre-opening impacts of the line. This webinar is an opportunity to discover what we learned from the construction of Crossrail, what the wider economic context looks like, and what pre-opening impacts affected the London property market.

Pandemic initiated shift in travel patterns created a significant strain on public transport, further exacerbated by a new “work from home” culture. In response, a “Plan led approach” in Birmingham is adopted to initiate measures to support active travel.
The plan centred around creating designs through road space reallocation by limiting access for private cars; prioritising active travel in local neighbourhoods; and re-purposing road space.
A top-down approach, compliant with policy reflected in design development but ensuring it is economically viability! So, the questions to consider are compliance of designs with strategic case and does this provide economic benefits through users but also minimising impacts on other non-users. An interactive process is presented here to show how both are achieved through a top-down policy approach for a coherent, safe and attractive design which also provides a good economic return.
We shall offer a surgery of the development of a corridor!

Despite a shift in policy towards sustainable transport, investment remains poorly aligned with environmental and social policies and is often hindered by poor governance. Transport emissions are increasing their share of global greenhouse gas emissions and equity gaps are growing between those who consume the most and those who face the consequences of a changing climate. Part of the challenge for investment is to revise the assessment and verification frameworks to ensure that transport spending is better aligned with policy goals. In this webinar, professor Mateu Turró will explain how to construct ESG compliant investment packages.

Can transport planners become mobility moderators or even transport diplomats? Despite all of the developments in the sectors of logistics and ITS, regardless of all the progress achieved in the field of transport safety, security, well-being and environment and in spite of all of the efforts of transport scholars and practitioners from around the world to deliver sustainable solutions to improve the mobility of freight and people, transport systems management and projects often remain an arena of tensions between various stakeholders having divergent agendas. Each initiative (or absence of an initiative) about transport infrastructure and service risks becoming the starting point for fresh hostilities between actors opposing or supporting these initiatives. All conflicts involving stakeholders from all governance levels are not without economic, political and social costs. Thus, in a time of turbulence (as the ongoing climate crisis, Russia's war on Ukraine, energy insecurity, pandemics, and political instability) and greater sensitivity for transport justice, there is much work to be done.
In this webinar co-hosted with the Global Trends impacting Transport Programme Committee of the European Transport Conference, the speaker will take you to a virtual spatio-temporal journey based on his paper presented at the ETC 2022 held in Milan last September and the key findings from his recent book "Transport Geopolitics" (Palgrave Macmillan, 2021). After advocating for a fresh view of the idea of transport geopolitics (defined as ‘the study of transport systems envisaged as a spatial and political issue, i.e. as a source of conflicts and political arrangements’) the webinar introduces a typology of six kinds of transport conflict and five different diplomatic approaches to cope with these conflicts. Thus, the transport planners, professionals and decision-makers taking part in this webinar will be invited to transparently integrate transport conflicts and cooperation diagnoses within the planning process by introducing the notion of transport diplomacy (defined as ‘the negotiation of a geopolitical ‘distance’ between social actors about transport systems’).

Short Abstract: Spatial econometric models are proposed to assess the economic impacts (i.e. Gross Domestic Product per Capita percentage variation) of transport infrastructure investments, with an application to the Adriatic-Ionian region.
Francesco De Fabiis is a Ph.D. Candidate and assistant lecturer in Transportation Planning at Politecnico di Milano, Department of Mechanical Engineering (DMEC). His research is related to innovative transportation planning approaches, focusing on transportation appraisal tools and methods. He has been involved in the Association for European Transport (AET) since 2020, and he is also a Member of the Doctoral Training Network (DTN) of the EIT – Urban Mobility.
Alessandro Mancuso is a Mobility Engineer graduated at Politecnico di Milano. He gained experience in the transportation planning field in Switzerland, working on sustainable mobility projects at the urban scale. He’s currently inbound coordinator at Samsung SDS, Milano.

A debate chaired by Derek Halden, Wednesday 7th September 1815 – 1900 hours, La Collina, Bovisa Campus, Politecnico di Milano.
Since the spring of 2020, online conversations have allowed AET members to share their experiences and research on a changing world. At ETC 2022, this live session will help to develop these conversations in more depth and detail through face-to-face debate. The session will start with an introduction to some of the key topics discussed online:
To set the scene, a short video of some highlights from the webinar series will feature contributions from Matteo Antoniala, Carey Curtis, Maria Chiara Leva, Gerard de Jong, Cecilia Silva, and Mateu Turro. The session will be Introduced by Herman Maier Chair of the AET Board, and Conall Mac Aongusa Chair of AET’s TMF, and Professor Ennio Cascetta will make the first expert response to set the scene for the debate. The Chair of the debate, Derek Halden, will then invite expert comment from ETC conference speakers and facilitate an open forum delegate discussion. Attendees can expect to leave the session with a better understanding of how to tackle some of transport’s thorniest problems.

The AET Transport and Mobility Forum (TMF), originally established as the AET COVID-19 Conversations Group, has a strong record of organising online webinars during and after the pandemic on key trends, challenges and debating points shaping the European and global transport sector. This face-to-face session will present what the Forum has achieved since its creation in April 2020 and seek feedback from ETC participants on what has worked well, what could be improved and how activities should be organised, and on what topics, moving forward.
The session will be introduced by TMF Chair Conall Mac Aongusa and moderated by TMF Member Jonathan Spear and Andras Munkacsy. Attendance and active contribution of viewpoints and ideas for future TMF directions is strongly encouraged by the AET Board and Council so please join us during the first coffee break and have your say.

Since January 2019, EIT has been working to encourage positive changes in the way people move around cities in order to make them more livable places. European Transport Conference 2022: System Dynamics Stream
Transport systems, whether they be infrastructural, economic, technical, political, or sociological, are complex and constantly changing. As such, System Dynamics (SD) modelling, as a method for capturing behaviours and understanding of changes in complex systems over time, including feedbacks and lagged response, is being increasingly adopted in transport research and planning. SD combines both qualitative and quantitative methodologies, offering many advantages compared to traditional transport modelling.
Grounded in systems theory, Causal Loop Diagrams are mental models that demonstrate links and logical behaviours between variables within a system, that can be self-reinforcing or balancing. Stock Flow Models are the quantitative dynamic simulation tools, allowing many scenarios to be easily and quickly compared. SD is particularly well suited to policy analysis, and as a support tool for decision making, as models can be co-created with stakeholders.

We invite you to a webinar on 23rd June hosted by AET Transport and Mobility Forum and the Journal of Urban Mobility. In this webinar, the Journal’s Co-Editor-in-Chief, Dr Benjamin Büttner will moderate a discussion about concept of the 15 Minute City with Cecilia Silva, Chris Kwantes and Margherita Villani.
The ongoing COVID pandemic, the negative effects of private motorized transport, and the advancing climate crisis have led to a steady increase in interest in active mobility and accessibility through spatial proximity in recent years. Especially, the concepts of the “15-Minute City” and the “20-Minute Neighbourhoods” have been promoted as blueprints for future urban planning. They promise to deliver more sustainable, liveable, resilient, and equitable cities by creating dense and diverse neighbourhoods with destinations in proximity to peoples’ homes. These concepts thus tie in with themes that have long been discussed in the literature on accessibility and urban planning. However, questions remain on how the X-Minute City concept can be operationalised and assessed, how the concept relates to physical, perceived and virtual accessibilities, how the concept affects different groups of residents, including vulnerable population groups, how the concept translates to different types of areas, and how the concept articulates with urban agglomeration scale policies. Furthermore, there are questions on how X-Minute City planning goals can be achieved in practice, and the inclusion of virtual accessibility to jobs and services (teleworking, online shopping etc.). The webinar will try to find answers to these questions and seeks to bridge the gap between planning practice and the accessibility literature.
One of the most prominent ideas that rose to prominence during the pandemic is the 15-Minute City. The 15-Minute City has been famously championed by the City of Paris and the Parisian mayor Anne Hidalgo, who made it the foundation of her transport- and land-use planning policies. For example, Hidalgo plans to get rid of half of Paris’ surface parking spaces to make space for active transport modes and public space (Marchant, 2020). The main idea behind the 15-Minute City is the reduction of car traffic by simply eliminating the need for it. If people can reach the most important everyday destinations in a short time on foot or by bicycle, the logic goes, they will ditch the car of their own accord. This shall lead to more sustainable, resilient, and livable cities.
This webinar from the AET Transport and Mobility Forum and the Journal of Urban Mobility will explore the practical challenges of implementing these ideas by bringing together perspectives from experienced practitioners in Italy and the Netherlands and from the latest academic research in Europe. It will consider the opportunities and challenges posed and investigate the choices which need to be made in balancing technological progress with broader public value and social equity.
The webinar will be introduced by Dr Benjamin Büttner of Technische Universität München who will set the scene for how the debate on urban planning has been evolving in recent years. This will be followed by three speakers and presentations as follows:

We now invite Abstract Submissions for the 2022 European Transport Conference.
The major theme of the conference will be:
Behaviour Change – the impacts of the climate emergency and COVID-19 on long term travel patterns
The seminars of each Programme Committee will reference the theme. Emphasis will also be placed on:
These are just a few of the highlighted areas in which we are interested. In addition to these themes, papers that fit within Programme Committees’ areas of interest are also very welcome. Their Calls for Papers are available from the AET website.
In addition, we would like to hear from anyone who is interested in utilising ETC 2022 as a platform to hold their final project dissemination event in a parallel co-located stream.

Submissions may be made via the Association's website. You will need to register once as an author and then you can submit as many abstracts as you wish. Authors can request a peer review of their papers and a selection of reviewed papers is published online or in special issues of journals. This FREE webinar is organised as the fourth event of the AET Transport and Mobility Forum (previously AET Covid-19 Conversations) and will be chaired by Thierry Vanelslander, Professor in the Department of Transport and Regional Economics at the University of Antwerp and Chair of the European Transport Conference Freight and Logistics Programme Committee. The European Transport Conference (ETC) attracts papers that address themes of relevance to the transport agenda in Europe and worldwide. The Conference provides a great opportunity for all delegates to network and form career-spanning professional relationships.

Did COP26 Mainstream the Implementation of Sustainable Transport?
The 26th United Nations Conference of Parties for Sustainable development was held in Glasgow in November 2021. It was hailed as a last chance summit for progress on sustainability. Emissions associated with transport continue to be one of the greatest areas of concern so what can we now expect as a result of COP26?
The headline agreements from COP26 talk about collaboration and cooperation agreements, enhanced transparency on reporting, and making zero-emission vehicles the new normal. What will these mean in practice?
To start the AET webinar series in 2022, we will be considering this topic broadly by looking at what is technically achievable, politically achievable and likely to be achieved. To offer this range of perspectives, we have arranged for experts to talk informally about their hopes and expectations for 2022. We have a professional at the front line of managing the changes in a large city authority, an academic setting out options and possibilities, and a politician seeking to optimise the art of the achievable (invited, name to be confirmed).
The webinar is organised as the third event of the AET Transport and Mobility Forum (previously the AET Covid-19 conversations) and will be chaired by Derek Halden, from the AET Transport and Mobility Forum.
